Does AVG Secure VPN still keeps opening up randomly though the "Start automatically when windows start up" option is disabled?

Win10 Pro - I have AVG VPN minimized but turned off. Occassionally, the AVG VPN window will come forward and flash up on the screen for a second, then goes away. This continues to happen occassionally, unless I exit and stop the VPN program so it is not running in the background. Any ideas why the window is being focused to the front , even though the VPN is not connected?
