the other PC, which works perfectly is:
18.7.3069 Build 18.7.4041.389
Thank you. Both PCs have now updated and have identical AVG configurations as follows:
AVG 18.8.3071 (build 18.8.4084.0)
UI 1.0.134
Virus defs181119-2
The problem is unchanged - one PC still has no functioning DNS lookup (in a browser or even command-line PING) unless I disable WebShield.

We would like to understand more about the situation.
If you turn off Web Shield, everything works fine but let us know its status when you disable fake website shield.
Open AVG Internet Security -> Menu -> Settings -> Components -> Fake Website Shield -> disable it temporarily.
Have you tried to add those Urls in exception list?
Please add those sites to the exception list on both Web Shield and Fake Website Shield.
Open AVG Internet Security -> Menu -> Settings -> Components ->Web Shield / Fake Website Shield -> Customize -> Exception -> add sites.
Let us know if you face this issue for all domains or any particular one. Could you share the screenshots
http://support.avg.com/SupportArticleView?urlname=How-to-create-a-screenshot and samples to have better understanding?
Have you changes your DNS settings to public google DNS?
Like many others, it seems, a recent AVG Free update is blocking all DNS lookups (cannot even "ping" a URL from the command line although the same site can be accessed OK using its IP address). If I switch off WebShield, everything immediately works normally. If I switch it back on, it is immediately broken again. Having searched all the previous replies I have tried the AVG removal and clean tools and reinstalled twice with no improvement. I have also tried "netsh winsock reset". What should I try next? Windows 7 32 bit). AVG Free 18.7.3069.
I really appreciate your effort in trying to resolve this issue. I have sent you an email, please follow the email instruction to help us with the log files, this information will help us to analyze the situation and provide you with a solution.

Spoke too soon, both PCS now want to update! Should I proceed?
Sorry, forgot to say that this affects all domains and does seem to be a DNS issue as it affects even "PING" from the command prompt.
