You must be able to uninstall AVG after running AVG Clear and AVG Remover tools respectively. Then follow the steps below to reinstall and activate AVG Internet Security.

Run the downloaded file to start the installation process.
Choose the 'Basic version' and follow the instructions on your screen to complete the installation.
Open AVG Anti Virus free, click on Menu and select 'About'.
On About page, click on 'Subscription' in the left pane.
Then click on 'Enter license number' to enter your new license number.
The program will update to paid version automatically.
You may have to reboot the PC once to finish the activation.

I would request you to uninstall AVG using remover tool and reinstall it to resolve the issue. Download and run AVG Clear tool: https://share.avg.com/steam/PSP/AVG2017/AVG_Clear.exe. Open tool
User Account control - click "Yes"
Windows safe mode - click "No" (we cannot recommend use the tool in safe mode, because there is a problem with compability)
