Blocking incoming emails in Outlook 2019

I have been setting up and new PC with Windows 10, Outlook 2019 running 2 gmail accounts and AVG Internet Security. I cannot download from one of the gmail accounts unless I uncheck the incoming email scanning box. I have added Outlook to the allowed apps list and tried everything else I can find, but the only way I can download my email is with incoming mail scanning blocked, which kinda defeats the purpose.

Any help?
