Cannot access ebay payment

Did you try to add the website under AVG Exceptions and then check if it helps?
Open AVG Internet Security and go to ☰ Menu ▸ Settings.
Select General ▸ Exceptions, then click Add exception.
Add an exception in one of the following ways: Type the specific file/folder path or URL into the text box, then click Add exception.
Also please try to add the website under "Allowed websites" in AVG AntiTrack program and then check.

After upgrading to AVG ultimate from internet security I am blocked from accessing the ebay payment screen.  I get the following message.

Access Denied

You don't have permission to access "http://pay.ebay.com/rxo?" on this server.

I assume it has something to do with a firewall setting which got changed or the VPN but cannot seem to find a fix.
