If you suspect that AVG is causing the issue, you can temporarily disable the AVG protection to check.

I installed AVG just an hour ago and now when i try to open anything (including cmd) it shows "application was unable to start". So if i reboot or shutdown im sure that windows wont boot up (im programmer, and also i have searched in the forums and many said they cannot boot windows)

I cannoy start anything, including cmd.exe or taskmgr or even a browssr to download the tool you linked, or even the uninstaller of avg…
