From your description, it seems that there are few network interruptions during the installation process or pending windows update.
In this regard, we'd suggest you to ensure that there are no pending windows update & restart the computer once (if you've not restarted).
If issue persists, we may can try performing a clean installation. Before proceeding with that, check & let us know if AVG Free Antivirus is listed in the programs list (Go to control panel - Programs - Programs & features).

I am trying to install AVG Free antivirus to replace windows defender. Computer is almost new Intel i3 9-th gen. I haveWindows 10, it is pretty clean, not many apps and no viruses prior to this instalation. When I download and start AVG instalation an AVG box (gray) opens and it never starts to install, the instalation meter never moves, it is at 0% so to say… I did Ccleaner on my computer just to be safe no residue is left from something else but everything is fine… Can't find anything wrong… I tried to download instalation again few times and it is the same…

It was NETWORK issue… I have installed it using another network. My proxy router is blocking AVG for some reason which I can not comperhand. It is blocking protocol or port which AVG is using during instalation or during update so it can not contact AVG server… If you can tell me what to allow or what to look into would be great…

Please clarify whether you're able to use AVG when you're connected to the network with which you've experienced the installation issue earlier.
If not, you can try chaning the DNS settings once to check if it helps.
