This isn't the expected behavior.
Let us check which feature of AVG Secure browser is the reason behind this.
Open AVG Secure browser and click on "Menu" (3 vertical dots) at the top right corner of the window.
Select "Security & Privacy Center" and use the slider icons to turn off the features that are available.
After disabling each feature, log into Outlook and try to access the PDF file attachment.
Let us know after disabling which feature, you are able to access the PDF file from our browser.

Thanks to your inquiry, this is now a known issue, that our development team will work on to resolve. The fix will likely be released in a future software update. In the meantime, as a temporary solution, it will be necessary to disable the Anti Fingerprinting when accessing PDF attachments in web Outlook mail.

Since installing my AVG Secure Browser I can't open a PDF file in my outlook email that I log in through outlook. When i go to my outlook through the regular Chrome browser the attachment shows and i can open the item.
