DirectX will not install, "Access denied", AVG seems to be the culprit

Hello. I need guidance on how to resolve the following problem.

I have just set up a new computer running Windows 10. The first thing I did was install AVG. Now it seems AVG may be preventing the installation of files for other software.

I discovered this (after days of chasing it down) when no Steam apps will install DirectX files (Steam is a videogame reseller, www.steampowered.com). DirectX installers kick back a 0x80070005 'access denied' error.

I have disabled AVG's features and set it to passive mode, and that lets me place files into \System32 manually, but that isn't enough to satisfy the installation needs. DXSetup.exe-s still say 'access denied'. Even with AVG in passive mode, those Steam apps won't install.

I tried changing permissions on \System32 (with AVG disabled and passive), but applying the permissions change gave me a long string of 'access denied' errors about AVG files and drivers. Since all of those errors are about AVG and nothing else, I can only think that AVG must still be preventing access from DirectX installation.

Would uninstalling AVG fix this? Is there a way to install DirectX files without removing AVG? Thanks in advance for anyone who can advise me on what to do.
