Enhanced Firewall is Not Available?

I have a Windows notification that no Firewall is running. AVG also indicated Enhanced Firewall is turned off.
When I attempt to start the AVG firewall, I receive "Enhanced Firewall is Not Available".
However, when I select Hacker Attacks in AVG, the Enhanced Firewall checkbox is on.
