We would like to clarify that 'Unable to turn ON AVG Secure VPN' issue has been fixed now. 
Please try to turn ON AVG Secure VPN now. If the issue persists, please click on change location in AVG Secure VPN main user interface and choose any other nearby location and check if that helps.

The VPN is down worldwide…I just called them as I have the same problem.
