Christine, when you install software that uses the msxml3.dll dependency, the software should automatically register the file for you. In some cases your DLL file may not register properly, and as a result, will provide a "msxml3.dll not registered" error. Fortunately, you can use a built-in utility called "Microsoft Register Server" (regsvr32.exe) to re-register your msxml3.dll file.
How to re-register msxml3.dll from an elevated command prompt (Windows XP, Vista, 7, and 8):
Click the Start button.
Type "command" in the search box… DO NOT hit ENTER yet!
While holding CTRL-Shift on your keyboard, hit ENTER.
You will be prompted with a permission dialog box.
Click Yes.
Type the following command: regsvr32 /u msxml3.dll.
Hit ENTER. This will UN-REGISTER your file.
Type the following command: regsvr32 /i msxml3.dll.
Hit ENTER. This will RE-REGISTER your file.
Close the command prompt window.
Re-start the program associated with msxml3.dll error.

I ran register msxml3.dll and returned a successful message. Restarted computer and tried AVG TuneUp > Increase performance 3 recommendations. Still received error message.
Then I ran sfc /scannow and received message Windows Resource Protection did not find any integrity violations. Restated computer ran AVG TuneUp > Increase performance - 3 recommendations - received error message about msxml3.dll
I uninstall Tune Up and reinstalled - nothing changed. I checked About page on Tune Up 2015 and "This product is licensed to" has nothing following it. Tried to activate with AVG and no activation choose listed in the Help & Support menu per the help files.
Went to Zen to see if I could see the messages:
- NextPRV has not used.....has not been used.......may be slowing down computer (I uninstalled)
- Bonjour Print Services has not used.......may by slowing down computer (I uninstalled)
- Toshiba System Settings has not been used.......may be slowing down computer. (I will not unistall)

P.S.S.: AVG has made me re-registeror all my AVG products on all my systems several times - VERY STRANGE. Some reason my apps/proigrams are "gone" YES gone. I have to reinstall ALL THE TIME
