Unfortunately the above does not work - it hides the weather but doesn't delete it. It's very irritating as it consumes computer time (= my time) and energy, and potentially also tracks one. And it is not listed as an App so there's nothing visible to delete. It seems to be a feature provided on the AVG Secure Browser. So, AVG, can you kindly tell me how I can permanently remove it?

By default, web browsers alerts you whenever a website, app, or extension wants to send you notifications. You might have acceidentally allowed them.

Finally found the answer.
Open Google Chrome (in this case, AVG Secure Browser).
Visit "www.accuweather.com".
Click on the little lock icon in the navigation bar.
At the top it will say Notifications (allow).
Change this to block, and the popups are gone.
You won't believe how many different solutions I found on the web that didn't work. Sadly I didn't make note of the site from which I got the correct instructions. Nowhere on my machine can I find anything with a name that includes accuweather, not even looking for browser extensions. Correct instructions were preceded with the comment, "You are not receiving an advertisement from an app, but from Google Chrome."

And I'm impressed with how quickly you sent this request for additional information. The reason that I thought it was associated with AVG is that the pop-up included "AVG Secure Browser" before the url "www.accuweather.com".
