False positive but cannot upload file, access denied

Hi, after the recent update AVG AntiVirus Free Edition is reporting C:\Windows\SysWOW64\actmovie.exe as a Trojan Dhupad.GEE
The file has created and modified date of 4/8/1998

I tried to upload using the false positive report form and also tried to online scan using the VirusTotal website but access is denied. I am logged in with an administrator account but I guess I am forbidden access

I believe this is a false positive. Has anyone else seen this?
