False positive request

Hi, I had recently JUST installed Windows 7 in VMware Workstation, plus VMware tools and AVG first, when AVG was done installing, I noticed something completely sketchy, it had detected a wierd virus classified as "HackTool.PBY" called "faXcooL.exe", in "C:\Windows\Setup\Scripts". I went to the File Insight here (http://www.avgthreatlabs.com/virus-and-malware-information/info/hacktool/) and noticed that there was no brief description of the file, I was SURE this wasn't a virus because had installed previously Windows Vista in VMware Workstation with VMware tools and AVG off the bat and it didn't pick up a virus. After searching it up, I noticed that AVG had found a completely harmless program and classified it as the complete opposite of what it does. faXcooL.exe is a Hack tool used for disabling Windows Genuine Advantage Checks, it is what they call a "Remove WAT" tool, if your computer found this, either you installed a pirated version of Windows or whoever installed Windows on your computer used a pirated copy. Or you or someone downloaded the tool to Remove WAT, or you downloaded it on accident, either way it's not going to harm your computer, just don't run it if you have a legit copy of windows.

Absolutely what does this have to do with people breaking into your machine and stealing information? This is the complete opposite of that, instead it allows you to delete bulk/spam pop-ups saying "Windows is not genuine." In another forum I've heard that this is illegal. But, if it is illegal, how come barely any effort is made to enforce it? It's very hard to get caught pirating, so why bother to block this?
