We appreciate your technical knowledge & efforts in working towards fixing the issue.
You've almost tried all the possible troubleshooting. However, it seems that you've missed to check the system rules.
Please follow the below steps & let us know if it helps:
Open AVG - Menu - Settings - Full protection - Firewall - Enable 'Internet connection sharing mode'.
Later click on System rules & check if the first 2 options 'Allow windows file & printer sharing, remote desktop connection' is enabled.
I've been trying to get the forwarded port (25565) to host a game server for a few friends, but the firewall blocks anyone outside from seeing and connecting to the server.
So far I have:
Went to Policies > Packet Rules and added a new rule going:
Server - Allow - TCP/UDP - In/Out - 192.168.1.3 - 25565 - 25565 - _ - All
I've moved said rule to the top of the list.
I've checked that my Network Profile is set to Private
I've set Application rules to the server.exe to 'All Connections'
Currently at a loss of what to do aside from turning off firewall to allow connections.
