Firewall blocks local web sites until I turn off and back on

Went through the repair. Rebooted the computer but the issue still exists.

Whenever I start my PC I have two local websites that are hosted there.  If I try to access the two sites I get errors indicating they cannot be reached.  If I turn off the enhanced firewall and then immediately turn it back on then the web sites work.  What would cause this?  I have to turn the firewall off and back on every time I start my PC.

There isn't anything showing blocked.  Also why would stopping and then starting the firewall make everything work?
