We apologize for the experience with AVG products.
Regarding Outlook emails and file transfer, I suggest you to disable AVG and monitor if you are able to send/receive emails and transfer files from computer to external hard drive.

I currently am running AVG Internet Security V 19.8.3108 on 2 Windows 10 V 1909 machines.
Using Outlook 2019 on one, I am getting intermittent problems with sending mail but not incoming mail. One day there may be no problem but the next day outgoing mail is blocked with a OX800CC0F or a 0X800CC1A message. A day or so later the messages are transmitted without a problem. There are no other firewalls or security software operating other than AVG..
On the second machine, I am unable to copy files to a external hard drive. For example, Word files produced years ago using Word 97-2003 are blocked with a 0X800700EI message suggesting the file contains a virus or unwanted software. I can copy the same file which had previously been saved on the external hard drive back to the computer hard drive but if I then try to copy the same file back from the computer to the external hard drive, the error message appears and the transfer is blocked. The file contains only text.
