Fresh Install, New Windows "All your shields are turned off"

Please repair  (https://support.avg.com/SupportArticleView?l=en&urlName=repair-avg-antivirus&supportType=home)AVG Antivirus free/Internet Security and check if that helps. After repairing the program, please reboot the PC once to apply the changes. 
Also, check have you installed any other antivirus on your computer.
If so please uninstall and check on the issue.

After recently being hacked i blew away my laptop, fresh install of Win 10, all updates in, fresh install of AVG Internet Security/Anti-Virus, all up to date, yet i have this big dreaded red Turn ON button that won't turn on! Webcam protection, Sensitive Data Shield, Fake Website Shield also won't turn on despite new subscription and all up to date…
Computer - Not protected / Web & Email - Not Protected / Hacker Attacks - Not Protected / Personal Data - Not Protected
