We believe that it is the expected behavior.
The reason is because VPN hides the actual IP address and creates a random one.
Hence, it is not possible to establish a connection when there are different ip addresses.
In order to establish a connection, you can turn off AVG Secure VPN.
If the connection was blocked by AVG Internet security, we can perform troubleshooting steps on Firewall.

I use Netbeans software for managing a website project. AVG VPN prevents the program from uploading files on server via ftp. I changed the network to private but it did not help. As i can see there is no solution to this problem by now. Either ftp or vpn. Great disadvantage!
Alexander, accessing to the other network devices may not be possible because you are connected via different IP address when VPN connection is turned on.

Not quite expected. I have a client, not a server. What the matter which ip it has. Moreover, it worked perfectly well on previous versions.
