I appreciate your efforts in trying to fix the issue. I would suggest you to undo all the changes http://support.avg.com/SupportArticleView?urlname=How-to-revert-changes-done-by-PC-TuneUp made by AVG PC Tuneup and restart the computer to check if the chrome works fine.

I really appreciate your efforts in resolving this issue. The issue was might be because, you would have put the Google Chrome application in sleep using AVG PC Tuneup. Please be informed that if you will put the program/application in sleep using AVG PC Tuneup then the program will get disabled (which is why you ware not able open Google Chrome). However, I request you to reinstall AVG PC Tuneup on your computer and make sure that you should not put the program/application in sleep (which you're going to use).
