Command : w32tm /resync
if it is sync and still getting error
i do recommend clear some cache on your browser and update it. sometimes this issue will it it if not i found another solution and it works as well following

In fact, I have faced this issue more than one and usually, a program has blocked SSL connections. In this case, it's AGV. You can apply the solution like Zbynek told above, it would be helped.
However, I found another issue, which might have happened on some devices. That's after updating software, reboot the computer and the date and time of the computer was resetted to default somehow. In this situation, you need to correct it to avoid this issue.
After recent update of AVG Internet Security, the Google Chrome starting giving error "Your Connection is not private" on site like gmail.com, google.com, and many others.
After disabling the Online Web Protection, Online Scanner, and restarting it works without any errors and if I again enable the online web protection shield, it again starts giving errors.

for help on this issue please disable scanning of TLS and SSL traffic this way:
Open AVG and click "Options" -> "Advanced Settings" -> "Web Browsing Protection" -> "Online Shield" -> "Expert Settings" Uncheck "Scan encrypted (TLS and SSL) network traffic" option.
