Got skammed, despite avg

last Tuesday, i had a problem reading  email from our government
i clicked and had to reconfirm my account using my bank card (which is a normal procedure in belgium)
i was lead to a site , which was exactly the same as that from the government

i was a bit tired but ok, i wanted to know what they sent me
after a while, i got a notice that tomorrow, i could enter again the mailbox

the day after, i tried againat work and the site as already blocked , they use norton antivirus…
so avg …why did you not blcok the sca site

i lost obly 245 euros , thety recovered 800 euros of paiments that were done and almost 5000 euros where ready to be spent …crazy shit right

please advise my
why the h** am i using a paying version of avg that can't stop scam!
