How do I install AVG PC Tuneup. I've followed the directions, but nothing is happening

It looks like there is some issue with windows installer service.
Let us try restart the service and check the status.
Press Windows and R keys together to open RUN command.
In Run window, type as "services.msc" without the quotes and press Enter key.
In services, search for "windows installer".
Right click on it and select "Start" or "Restart".
Try installing AVG PC TuneUp, as mentioned here.
