How do I make AVG block a program?

The program is …\System32\CompatTelRunner.exe

My AVG window says the version is 22.9.3254 (build 22.9.7554.751).

I've added a program to AVG's 'block' list, but the program still runs.

AVG is constantly interceding safe programs that are okay to run, I assumed telling it to block a program that SHOULDN'T run would be a walk in the park, but it seems there must be more to it. How do I make AVG block a program from ever running again?
