Does it appear when you browse the internet or access a certain program/application?

It appears when the computer is not being used. This after it has been sitting off or in sleep mode like overnight or not active for a few hours. When it's on you cannot access the computer until you get it to stop popping up. Once you get it gone it will not show up again until you awaken the computer or tiurn it back on. But as mentioned previously its not every time.
I will try to get a screen shot once it pops on again.
Have there been any other complaints about this?
I keep getting a Dell pop-up that wants me to use their Recovery and Backup products. I have never requested this and I do not want it. I do not have a Dell computer. Its a pain to get it off and requires restarting. There is no where to send a message to stop or say not interested. Can AVG stop this type of problem?
