We are really sorry to know that you are unable to activate AVG Secure VPN after downloaded. Please apologize for the inconvenience caused. We'll certainly check and help you out.
Once you have downloaded the AVG Secure VPN.
1. Right-click the downloaded setup file avg_secure_vpn_setup.exe, and select Run as administrator from the context menu.
2. If prompted for permission by the User Account Control dialog, click Yes.
3. To change the default setup language, click the current language in the top-right corner of the screen. Then, click Install.
4. Wait while setup installs AVG Secure VPN on your PC. AVG Secure VPN opens automatically after installation.
5. Post which activate your AVG Secure VPN For detailed instructions, refer to the following article: Activating an AVG Secure VPN (https://support.avg.com/SupportArticleView?l=en&urlName=Activate-AVG-Secure-VPN&supportType=home) subscription.

I can see that it has been downloaded into my windows 10 .laptop but I can't seem to activate it.
