I have got a virus that non of the virus tool could remove

Upon reading your description, we understand your concern. Please be informed that the a "Desktop.ini" file is a file that determines the way a folder is displayed by Windows. These files can be found in any folder, anywhere on your computer, as long as that folder has a custom appearance set for it. Desktop.ini files control things like the icon used for that folder and its localized name.

My computer with Windows 7 was attacked by a Virus called $Resyclebin that makes shortcuts named Desktop in the Desktop and everywhere else. When check the property of the file it shows "desktop.ini" as the extension. I installed AVG antivirus in Windows 7 but it could not remove it , Then I tried Mcafee, Norton and may more but non of them could remove it. I re installed my machine and format all my pen drivers and external hard drives. But within 10 days I found the virus again in the PC even without connecting any external device. I started using Ubuntu  at last. I bought a New computer with windows 10 recently and activated Windows Defender. I just installed AVG free version as a precaution. 
I just pluged the formatted Pen driver to copy a document and on the next day I found the virus has attacked my new machine. even it has changed the AVG folder as $AVG. If AVG could not protect itself how would it protect the other folders and files??? If anyone would like to inspect the issue I have it still in my machine.

These kind of the files with the symbol "$" will be present on the computers that runs on Windows and usually all of the files will be Hidden.
These are related to the operating system files and that is the reason all of them are hidden. The folder named as "$AVG" is one of the files of AVG program and it will always be hidden.
You would have enabled the option on your folder to "show hidden folders and files" this is the reason you are find this on many places of your PC.
We request you to disable the option to show the hidden files and folders and check whether these are visible.
If our AVG Protection program doesn't find any virus during the scanning then you can confirm that these aren't a virus.
