I installed Internet Security and tuneup on a new laptop that I purchased today. Then the laptop failed and will not restart. I had to return the laptop because it was defective. Now the installations are counting against me and I have no way to uninstall them. How do I remove the activation of these?

We will help you to resolve it. Have you tried to remove AVG program from Control Panel?
Also, we would like to inform you that activation count will increase as per the attempts that is (License usage monitoring platform) Lump counts all activation attempts in the last 30 days.
This count will reset for every 30 days. So, as you returned the PC, the license count will reset in 30 days.
