Bruce, To check if it's actually AVG causing the issue try disabling (https://support.avg.com/SupportArticleView?urlname=How-to-disable-AVG). If so, Try disabling individual components to find the culprit (https://support.avg.com/SupportArticleView?urlname=How-to-disable-individual-AVG-components).

I just loaded AVG Internet Security 2015 onto a Windows 7 Home Premium Service Pack 1 64 Bit Operating System and when I attempted to download a PDF statement and I received the following Popup "Your current security setting do not allow this file to be downloaded'.

Similar behavior occurred in past and it was caused by issue in upgrade, try delete old AVG program folders and restart computer (unused sub-folders of c:\Program Files (x86)\AVG</b> or c:\Program Files\AVG</b>).
