In my FIRST statement, which you missed, I have stated I HAVE it turned off ie DISABLED.
so it's OFF. Then… I right-click on the tray icon to disable AVG briefly.
When I right-click on the tray icon again, to re-enable AVG, it also ENABLES "fake web shield" even though I had DISABLED IT.
I want it to stay off FOREVER!
So I already know that you have no idea but maybe find someone who knows the answer?

We can turn off 'Fake website shield" component.
Open AVG Internet Security program interface.
Click on "Menu–>Settings–>General".
Scroll down on general window and click on "Open old settings" option.
Now, click on "components" and scroll down to see "Fake Website Shield" feature.
Use the slider icon available to the right of it and turn off its protection.

Tom, we'd request to uninstall the Fake website shield component altogether rather disabling it. Open AVG Internet Security, click Menu -> Settings -> General -> Troubleshooting -> Add/Modify components. After the setup is loaded, deselect 'Fake website shield' from the list of components and run the setup.
