The article mentioned submitting a file, which I don't have.  But I took your suggestion and submitted the URL for the bogus download (which is not what is triggering the pop-up, but might provide a clue).  

BTW, the $79.99 charge for removing malware - is that for each occasion or does it cover services for some period?  Since this problem occurs randomly (or at least I don't know what the trigger is), how would we know if the removal is successful?  And if it were successfuly removed, and came back (because it was not blocked by AVG), would it cost $79.99 to remove it each time?

I have Windows 8.1 and AVG Internet Security.  At random intervals, the following URL pops up in a tab in Chrome (or takes over an existing tab):

It's a bogus notice to update Adobe Flash Player.  AVG doesn't detect this malware or remove it.  How do I remove this and prevent it from being installed again?

Unfortunately the articles you cite are not helpful.  I don't know which file(s) are affected so I can't submit them.  Googling importantpcdownload shows that this malware has been around for a while.  May I suggest that AVG go to the link, donwload the malware, analyze it, find a removal process, and share it with the customers.
