Is this ip adress anything to do with AVG VPN?

My Hotmail account has been reporting sign ins from this ip adress in USA    38.242.7.244

it is from 'Charles Fisher Operation'
does it have anything to do with AVG ? I do not recognise it could it be hackers or virus ?
