This shouldn't be happening due to AVG Secure VPN program.
May I ask whether you checked the status after uninstalling AVG Secure VPN?
If not, uninstall AVG Secure VPN and check whether you are able to resolve the log out issue on your PC as well as the network connection is stable.
Keep us apprised about the status.

Hello. I'm having trouble logging out of AVG Secure VPN after using that app on my PC. It locks my network and the PC so I can't log out of the PC either. I have to unplug the power on my PC and then restart it, then the network will work again. What is wrong ? I've tried uninstalling VPN and reinstalling VPN again, but it doesn't help me! I've had this problem for 2-3 weeks now. I haven't had this problem before.
