KB5007651 won't install - No Windows Security

We would like to clarify that if AVG Internet Security is installed on your PC, Windows Defender will be disabled automatically. 
Have you disabled AVG Internet Security and checked if you are able to install the Windows updates? 
If not, please disable AVG Internet Security and check if the issue persists.

I have a standalone Windows 11 system that when I try to install the pending update: KB5007651 it fails. When I google it, I see responses about Windows Security. When I go to start Windows Security it isn't there. When I attempt to set execution vulnerability in powershell, it tells me it is being overridden. AVG seems to be the only thing I have that might be overriding it. How do I fix that?
