Open AVG Internet Security installed, click on "Hacker Protection" component and click on open next to "Ransomware Protection".
Click on "Allow/Block" apps, from here remove the apps that are listed under the blocked list and check if that fix the issue.
Some weeks ago AVG picked up a virus attached which from memory said it was a virus that would try to blackmail me to regain access to my files. The suggested action was to secure the files. This I accepted and all seemed OK. Now however I find that I cannot edit or change any .jpg files as the windows 10 system tells me they are locked. I have tried all options but cannot resolve this issue. Is it caused by AVG and if so how can I unlock the files. Every files seems to be made Read Only so I changed this to not be read only but the problem still exists.

No, it will not leave your security open. If any threat is found, it will be immediately blocked by AVG.
