Please check permissions (https://support.apple.com/kb/PH25287?locale=en_US) of the "chest-data" folder which is in the /Library/Application Support/AVGAntivirus/config". "System" user should have "Read & Write" privileges to delete them.
WHEN I TRIED TO DELETE VIRUS IN QUARANTINE IT DOES NOT WORK. IT LET ME CLICK ON DELETE, THE MAC RUNS THEN NOTHING HAD HAPPENED AS THE VIRUS ARE STILL THERE??

Please get into the path where it shows the threat detection and delete the file.
Restart Mac and perform scan using AVG Antivirus.
Check the status with the scan result.
