In a nutshell: Windows Live Mail on a Windows 10 PC running AVG 17.7.3032 consistently lets all MSN, GMAIL, AOL,YAHOO POP and IMAP incoming mail work fine. Only MSN Outgoing mail fails with the errors:
An unknown error has occurred.
Server Error: 421
Server Response: 421 Cannot connect to SMTP server 40.97.120.146
(40.97.120.146:587), connect error 10060
OR
Server Response: 421 Cannot connect to SMTP server 40.97.119.178 (40.97.119.178:587), connect error 10060
Server: 'smtp-mail.outlook.com'
OR
Server: 'smtp.live.com'
Windows Live Mail Error ID: 0x800CCC67
Protocol: SMTP
Port: 587
Secure(SSL): Yes
Summary: Constant repeated tests over time find that both Outgoing mail
SERVER SETTING: (SMTP): smtp-mail.outlook.com Port 587 or
(SMTP): smtp.live.com Port 25
have worked fine and then for long periods weeks or months it WON'T work.
After much frustrating testing and searching support sites, I eventually found Outgoing email WILL work with either Server setting if I
DISABLE AVG Email protection.
AVG has been verified as set to allow both 587 and 25 ports. I have found nothing else I can set under AVG to let Outgoing MSN email work.
Unless someone knows of a proper answer to FIX this I will continue to DISABLE AVG's email protection to let outgoing MSN SMTP mail work successfully.

I understand your concern. Please follow the below steps and change the email server port from AVG.
Change the server ports in AVG: Menu / Settings / Troubleshooting / Redirect settings and changed the ports : imap port 5100 and smtp port 5200
