If referring to linked article doesn't help, reverting phone to factory settings might be only option.

Alan, what can I do now? Can the admin work on it with the serial number?

I removed my sim and the phone got locked. i have used my password but it is not unlocking. my phone serial number is 89234000088772898577 and the mobile operator is Etisalat.

i have followed all the steps yet, it is not working.
