Did not address this question at all. It seems to be a larger problem and I too suspect AVG is blocking as most sites indicate to make sure it is allowed. But when you go to windows security, it states there that this is being controlled by AVG. So, where is AVG controlling Network Discovery.
Unable to set Network Discovery to ON in my Windows 10 laptop. Enhanced firewall seems to block it but I cannot change the settings in Enhanced firewall to allow activation of Network Discovery for a private network. Turning off VPN doesn't help. Is this a problem with my Windows 10 software? On my two Windows 10 desktop computers attached to my private home network (wired and WIFI LAN), I can change the setting, but not on the laptop, even when I connect it by hardwire to my Network. I am connected to Comcast/Xfinity ISP with my own approved modem and my own router. Very frustrating!!
