From your description, it seems that few services required to run the scan engine might be unable to initiate after restarting. However, this shouldn't happen on 2 different devices.

After installing the newest version of AVG Free I WAS able to run any scan I want from the "Other Scans" section of the "…" menu next to the Run Smart Scan button. I also set scheduled scans to run (a weekly Smart and monthly Deep scan). HOWEVER, after a restart of the computer (two different computers, actually–same issue with both), AVG ONLY gives the option to click the Run Smart Scan button or choose a Performance Scan under the "Other Scans" section. Also, when you click on the Scheduled Scans option it says (with a large graphic) that there are NONE set up despite taking the time to set up two of them just after installation.
WORKAROUND: After playing a bit, I opted to add a scheduled a new scan by hitting the "Create A New Scan" button on the screen with graphic stating there were none. I chose a Deep Scan and set it to Monthly. After saving the scan and backing out to the main AVG interface, all the Other Scans became available. The NEW scheduled scan still shows in the list of schedules, now, even after restarting.
I don't know what initially caused the issue but it happened on two Windows 10 PCs (but with vastly different configurations) that I set up the same way during and just after install. If the issue resurfaces after properly adding both the scheduled scans back as I had them or at any point in the future I will update.
UPDATE: I added a second scheduled scan (the weekly Smart scan) and the interface glitched a bit (like multiple scan options windows were overlapping) during configuration. When I saved the weekly scan, the scheduled scan list then had all FOUR scheduled scans listed. I deleted the first two from the initial setup and kept the two I just added, even though they are all set up as I always schedule scans on friends/family computers. I restarted and everything is as it should be with the two scheduled scans listed and the ability to manually run a scan of any type from the main interface screen.
