Let us check whether AVG Internet Security program is the reason behind this issue.
Turn off AVG protection temporarily as mentioned in this article and check the status with Outlook.
If the issue persist, we would like to know whether you have any third party VPN program installed.
If yes, turn it off and check the status.
Outlook 2013 has been working until a few days ago. I now get a "server refused login" error for both encrypted and unencrypted login attempts. Browser and phone accounts work with the same log/PW. I tried both IMAP and POP servers. I need to check for ports 993/995 and 587 being blocked.
