Are you able to open Outlook when AVG protection is temporarily disabled?
Do you receive any error message?
Since todays AVG update Outlook will inly start in safe mode

Sorry for the delay, problem has been solved with a microsoft update.
sorry to have troubled you.
The error occured just after AVG update.
