PC TuneUP 2015 Not fixing all Clean Up Windows & Programs

I have a HP Pavilion dv6 Laptop running Windows 7
Using AVE PV Tuneup 2015 Version 15.0.1001.638

Have been using this for a year now, and lately when I do a scan, the fix does not fix all of the Windows and Programs issues as per the two screen shots.
I just would like to know why it is not fixing all of these problems, when it used to fix all of them went I started using it.
Plus the image link here does not let me insert screenshots from my computer
Clean Up Windows & Programs = 18,361 items found
Clean Up Windows & Programs = 3.531 fixed
