From your description it seems to be a scam notification. To ensure this, share us the screenshot/snapshot of it for better clarity (if possible).
Meanwhile, do not follow any instructions from it. We can try clearing the browsing data, change the homepage of the browser to check if it helps.

I have Win v. 1903 using Edge browser.  I keep getting a pop-up "warning" about something called smutantain.xyz  asking for name and password, and a phone number to call.  I Googled the phone number–it's fraud.  How do I stop this thing in it's tracks?  I've run AVG scan several times, but it still pops up.  Any suggestions?
