Do you mean AVG is blocking eBay website and reporting a threat? If it does so, please share a screenshot ( http://avgclick.me/getscreenshot ) of the detection pop up from AVG to assist you further. Click on 'Answer' & then click on the 'Image' [mountain symbol] & follow the instructions.
And regarding the scheduled scan, our developers are still working on a fix and it should be rolled out in the future program updates.

for some reason, my ebay is blocked and quarantined. I can't find it on the menu for quarantines. It looks like a fake redirect to me.
What can I do to fix this? I just did a scan and this is what happened.

I am sorry to inform you that it is false positive from AVG. So please try to reset the browser in your Wife's login and check if it works.
