Terribly sorry that it is not sharper, but I believe you can see, just as I wrote in my original note, that it reads: "AVG has blocked access to outbound.att.net (SMTP) because the server certificate has expired." The pop-up appears in the bottom right corner of my screen, then as soon as I try to print screen it, it disappears.
This is intermittent. This afternoon is the first time it has shown up again since I originally wrote to you about it at 4:47 PM on 5/23/2017.
Do you have suggestions regarding how to stop it from popping up? Though it took from 5/23 until today to reappear, I believe it had been daily or every other for perhaps a week. Could it be related to the recent upgrade put out by Microsoft for Win 10?
As suggested by you I went to the URL for AT&T to check for issues and I found that “No service problems were found.”
I did not try this suggestion from you: “Did you tried to disable the AVG and check whether you are able to access the email without any issues?” 1) The issue is resolved by simply making a second attempt in Outlook to resend the message, and 2) I won’t know if disabling AVG would solve the problem since #1 works, and if I left AVG disabled to see if it would stop the problem I would have no virus protection, so I don’t think that would be wise
I am open to other suggestions regarding what might be causing this pop-up to show up and temporarily block my ability to mail from within Windows Outlook.
Thank you for any additional suggestions you might have.

Recently when attempting to send mail from Win 10/Microsoft Outlook a pop-up indicates that I have an error: "AVG has blocked access to outbound.att.net (SMTP) because the server certificate has expired." As indicated, my mail has not been sent. My solution, thus far successful, has been to simply resend and the email will then successfully send. What might be the cause and solution to this frustrating pop-up?

Hello Wayne
Follow the steps given to you by Aravindh to create a pop-up screenshot from your AVG
You most likely use an AT & T product
