SCAN OF DRIVE C:\ made my computer inoperable

All my user accounts were deleted except a local account with limited permissions. All my Miccrosoft and some other software were deleted. I cannot run .exe files and cannot unprotect protected files. The dialog cannot be launched. Paging file error. AVG Internet Security = subscribed while all the others show "active". Cannot reset the computer. Cannot update/create/change user account which  properties. My OneDrive folder is now on my C:\drive.
All of the above happened because of a scan of drive C:\ which found and automatically fixed errors. There were absolutely no other software but AVG when this happened.
I WANT A FIX FOR THIS.
