Scan Scheduler refuses to work

Hey all - no matter what I do - the scheduled scan wont actually kick in at the assigned time. 

Enter anything i like and it all saves fine but then I go back in and its reverted to 0000 time - subsequently the scan never happens! 

Any ideas?
