May I know whether you skipped the disk repair scan of PC TuneUp by following the steps as mentioned in this article: http://support.avg.com/SupportArticleView?urlname=Disk-scan-stops-at-27-after-using-AVG-PC-TuneUp ?
Nothing is working on the desktop when I bypass the scan on startup as it gets stuck on 10%.
I have seen discussions on this problem happening years ago and putting this question to avg.
chrome and windows start button won't open. Error message appears with chrome open attempt.
wifi badge along with all badges won't open.
Help with this issue across the community would be great and more importantly help from AVG.

I certainly understand this must be frustrating. I would request you to check if AVG PC TuneUp program is running in Turbo mode and change it to Standard mode if it is. You can see 3 modes (Economy, Standard and Turbo) at the bottom left corner of AVG PC TuneUp interface. Click on 'Play' symbol (the middle one among the 3 icons) to select Standard mode. If the program is already in Standard mode, please try to restore the changes made by PC TuneUp to your computer and check.
Please follow the instructions below to restore the changes made by the AVG PC TuneUp program :
1. Open AVG PC TuneUp program.
2. Click on the Rescue Center on the right bottom corner.
3. Click on Undo Changes.
4. Select and restore the changes made by the AVG PC TuneUp program.
I have seen this though I have cannot connect to a network let alone open a web browsing page as they won't open from my taskbar, nor can I open the start button to access programs.
